Electricity complaint classifier

The brief

A power utility's call centre logs thousands of complaints a day in several languages. Build a classifier that sorts each complaint into outage, billing, meter or new-connection, works for English and Telugu, and shows which areas complain most. Good looks like: a labelled set in both languages, accuracy per category, and an area-wise trend chart.
