Civic complaints agent

The brief

Citizens complain about potholes, water and garbage, and complaints get lost between departments. Build an agent that reads each complaint, checks its location, assigns the department, tracks progress, and drafts replies to citizens for an officer to approve. Good looks like: tools with clear limits, an approval step, scripted test complaints, and routing accuracy and cost per complaint.

What you will build

1. Build tools: location lookup, department routing, ticket tracking
2. Build the agent with LangGraph and officer approval
3. Draft replies in the citizen's language
4. Test on 50 scripted complaints
5. Measure routing accuracy, wrong actions blocked and cost
6. Log every action
